The steel mill turns iron ingots into steel ingots. The craft cost on the Factory Update video is 100 iron ingots and 50 gold ingots.
I hit the frame near 21 seconds in “Everything NEW in the FACTORY Update.” The cost matched the classic Steel Mill page. A second video, “Best STEEL Farm,” shows a layout but never prints a stopwatch I could quote as a Reborn rate.
What is confirmed
Classic text says the mill uses coal and takes about 20 seconds per ingot. Treat that as classic. Reborn fuel and cycle time were not on the frame I checked.
One competing wiki describes a floor of 2 furnaces feeding 4 mills. That design is a single site. I am not repeating its hourly output.

Do I need gold to make steel?
The recipe on the video spends 50 gold ingots to craft the mill itself. That is the machine cost, not the per-ingot fuel.
